There is an xml file within the mods properly, I even renamed the mod file to the xml file, but even that did not get it to work. So I have been having the same problem, but as far as I can tell everything is listed properly. Based on the name of the mod, it should also have a folder in its main directory named 'season', with XML files like 'Seasons' and 'SeasonEffects' in it. The Season folder should have an XML name Season in its main directory, and a bunch of folders with names like 'Simulation', 'GUI', etc.
